Proceeding withh the skeleton already . now is about what the game is about following topic to choose

enviroment-factory waste dumping, air polution and natural resourse

we can actually have a market like stuff too like you step on coal and you use it it rise the prise it is like for the fine so if you step on (-500 X Market price) (+300 X market price)

OR

instead of just money we can have each resource and it is limited being you start with like 1 coal and something else and then on a certain grid you need to use up coal and you need to buy coal if you run out

the one with the most resource and money win... something like tis got to think throught it because i got abit confused myself.
